Absent: W. M. Meyers, Immediate Past President (regrets), H. J. S. Kawuma, Vice President Africa (regrets), F. A. Vazquez Bozzo, Ji Bao Hong (regrets), Tin Shwe (regrets).

The meeting was opened by the President, Dr. Yo Yuasa, who welcomed the new members of the Council. The meeting proceeded without adopting a formal agenda.

Items of Discussion:

1. Evaluation of the Congress

The President intends to send a questionnaire to all participants of this Congress. The outcome of the questionnaire will be used to improve the organization of the next International Leprosy Congress (ILC).

2. History of Leprosy Project

The project, which was accepted by the General Meeting of ILA Members, was briefly discussed. The project will be basically executed under the responsibility of ILA in close collaboration with WHO and other partners. Drs. Yuasa and Noordeen are members of the project team.

3. Future of IJL

All suggestions brought forward during an open forum on 6 September 1998 and during the General Meeting of ILA Members on 12 September 1998 have been noted by the Officers and will be used as an input for the questionnaire to be circulated to all members. A special committee, consisting of the Editor, the Treasurer and Councillor R. R. Jacobson will prepare the questionnaire, including background information. Based on the replies from the members a proposal will be made and forwarded to the members for a postal vote.

4. Social Science and Leprosy

During the Congress a Social Science and Leprosy Network has been initiated. The Council appointed J. Justice to represent ILA in this initiative.

5. Distribution of Tasks

The President will make a proposal for the allocation of specific tasks to the Vice-Presidents and Councillors in order to promote a more proactive ILA. For the same reason, the communication with the Council members will become more intensive than used to be the case in the past. It will be mostly done by correspondence and at occasions where several Council members are present, but a special Council meeting will be organized in between the two ILCs.

6. Next Congress

On request of the host country, Brazil, the next ILC may possibly be organized in the year 2002. Councillors M. Leide de Oliveira and M. Virmond will follow up the issue and report to the President.

There being no other business, the President closed the meeting.
